Who Needs Fingerprinting for a Florida Employee Leasing or PEO Application?

Florida regulates employee leasing companies and their applicable controlling persons through DBPR. Employee Leasing is also a listed licensing fingerprint purpose. This is not a direction to fingerprint every employee assigned to every client. Identify the company application and the individual whose licensing role triggers the requirement before arranging any capture or group visit.

What do EL, PEO and controlling person mean?

DBPR uses EL for employee leasing company and CO for controlling person in its profession information. PEO is the familiar term professional employer organization. A controlling person concerns the power to direct the company’s management or policies, not simply an employee working at a client site. Use the application’s own definition to identify the people involved.

Why the company structure matters

A single company, a company group, a controlling-person application and a special registration category may follow different checklists. Do not infer the required number of fingerprint submissions from the number of workers on the payroll. If ownership or a controlling person is changing, get the current application instructions from DBPR before deciding who should attend.

How is this different from client-employee screening?

A client may separately require healthcare, childcare or other screening for someone assigned to its workplace. That request serves the client’s regulated activity, not the PEO licensing application. One individual may therefore receive different instructions for different roles. Show both requests rather than selecting whichever purpose sounds broader or assuming one scan satisfies all employers.

How should the capture appointment be prepared?

Bring the relevant employee leasing or controlling-person application, the confirmed routing data and required IDs. Keep each person’s name, application and receipt clearly associated. Ask for a quote covering the agreed submissions and do not buy a payroll-wide group package before establishing who actually needs it. Oraz Fingerprinting can review the capture request; DBPR determines licensing and registration requirements.

Does your program ask for an ORI?

Identify the requesting program first. Use the directory as a reference and confirm the correct value with the organization before submission.

Questions about this topic

Must every leased worker attend for the PEO license?

Do not assume that. Identify the individuals required by the company or controlling-person checklist.

Can a client’s AHCA screening replace the PEO licensing check?

The purposes differ; confirm each request separately.

Does CO stand for an ORI number?

No. Here it identifies the controlling-person category, not a fingerprint routing code.
