ORI vs. OCA: Why Your Screening May Ask for Both

Your screening instructions may need both an ORI and an OCA because they identify different parts of the request. In DCF guidance, the ORI identifies the requesting agency and purpose, while the OCA identifies the provider requesting the background check. Whether both are required depends on your program. Obtain the values from the requesting organization rather than filling one field with the other number.

Your next step

Confirm the requested service before arranging a visit. A question or quote request is not a confirmed appointment.

Use the terms in your own program

DCF’s general FAQ calls OCA a “Controlling Agency Identifier.” Official materials do not always use the same expanded wording for this abbreviation. For an appointment, the practical question is which OCA your program requires and who provides it, rather than choosing an expansion from another state’s form.

Do not treat OCA as a second name for ORI. Keep each label next to the value supplied in the instructions, and ask the issuer to clarify anything that is blank or ambiguous.

Who should resolve a missing OCA?

Begin with the employer, facility or program that requested the screening. Explain that you have an ORI but need to know whether an OCA is also required for your request. The organization can confirm its own identifier or explain what registration must happen first.

A general profession name or a colleague’s paperwork is not enough to establish the right additional value. Do not substitute your personal application number without explicit instructions that it belongs in that field.

Before your fingerprinting visit

Have the full instructions available for the technician, including both identifiers if requested. Point out whether the organization is asking for a Florida agency submission, physical cards or something else. A field on a card and a field in a particular agency’s electronic process may have different instructions.

For an initial Oraz Fingerprinting inquiry, share the organization name, purpose and the non-sensitive part of the requirements. Guides does not need your SSN, passport image or fingerprint card.

How the ORI directory helps

The main website’s ORI page can help you understand routing references. It does not establish the OCA for your organization, and opening it does not send an inquiry. Resolve uncertain identifiers before paying for a submission that may not match your application.

Questions about this topic

Does every Florida applicant need OCA?

Do not assume that. Follow the requirements of the requesting program and ask when the instructions do not specify.

Can I put the ORI in both fields?

No. Ask the issuer to clarify the required values; the identifiers serve different functions.

Is my TCN the OCA?

No. TCN identifies a particular fingerprint transaction and is used after capture for transaction inquiries.
